Central Equatoria State has taken a significant step toward formalizing and regulating artisanal mining activities following the approval of a draft State Mining Regulation by Governor Adil, marking a potential turning point in the governance of the sector.

The draft regulation was submitted by the Central Equatoria State Committee established to assess and regulate artisanal mining operations across various locations within the State.

During the presentation of the document, Governor Adil welcomed the initiative and commended the committee for developing what he described as an important policy instrument capable of supporting both responsible resource management and broader economic diversification efforts within the State.

Recognizing the growing role of mining in local economic development, the Governor endorsed the draft and directed the State Minister of Trade and Industry to expedite the operationalization process to enable implementation.

The proposed Mining Regulation is expected to establish a stronger legal and institutional framework for mining activities throughout Central Equatoria State. Key focus areas include reinforcing regulatory inspections, improving compliance mechanisms, strengthening environmental protection measures, enhancing enforcement capacity, and streamlining licensing procedures for mining operations.

Officials believe that once implemented, the regulation could contribute to improving governance standards within the artisanal mining sector while encouraging more structured and accountable mineral development.

Artisanal and small-scale mining remains an increasingly important economic activity across parts of South Sudan, providing livelihoods and creating opportunities for local communities. However, the sector continues to face challenges linked to environmental management, informal operations, and limited regulatory oversight.

The newly approved framework signals growing efforts by state authorities to establish clearer rules and institutional systems capable of balancing economic opportunity with responsible resource development.

As Central Equatoria moves toward implementation, stakeholders will be watching closely to assess how the regulation strengthens oversight while creating an enabling environment for sustainable growth in the mining sector.
